What counts as lying? Would making a "not" joke be a lie or/and saying just kidding after lying qualify?

Lying is the intent to decieve a person. I think the examples you gave qualify because when people say just kidding usually it is to cover up their lie. What do you think?

The way I see it is if we said the lie in order to get someone to do something other then what they would've done, then say "just kidding" afterwards, it was a lie. But if it's just a joke, and no diffrent reaction to anything happens by the person being told to because of it, then it's okay? Am I right?...heck, I don't know.
